The Prime minister has issued a decree on the structuring of the socio-economic development plan for the 2011-2015 period, with a target to develop the economy with a rapid and sustainable growth rate and to increase the development potential of the country.
In the decree, the Prime Minister asks ministries, localities, state-owned groups and corporations, while formulating their development plans for the next five years, to focus on increasing the quality, efficiency and competitiveness; actively participating in international integration, to emphasize the shifting of economic structure; increasing national industrialization and modernization; and improving people’s lives in combination with poverty alleviation, job creation and social welfare.
The main goal of the plan is to maintain the GDP growth rate of 7-8% per year, together with an average reduction of 2-3% of poor families annually.
Among the orientations for development are the targets to complete the market economy and create an equal, transparent and stable investment environment to promote business and production.
The Prime Minister has also asked for further development in stronger sectors that produce high valued products, encouraging the development of all economic sectors, with an increase in the efficiency of the state-owned economic sector to ensure it plays a key role in the socialism-oriented market economy, and creates favorable conditions to strengthen the private sector and foreign-investment enterprises.
According to the Prime Minister, the plan must be formulated based on the Party, National Assembly and Government resolutions on socio-economic development, making sure that it can contribute greatly to the realization of the socio-economic development strategy for the 2011-2020 period.
